New users have no direction or familiarity with the system when they first sign up. After they sign up, we can show them a very basic page consisting of a search box that simply says, "What are you interested in?", inside this box will be gray help text "eg Immigration Reform, Star Wars". Under the search box will be a word cloud of topics, their size determined by the topic rank. As the user types, the words will be filtered.

Or we could just show some top topics, encouraging them to click on a few before clicking the next button.

For teaching users how consensus building works, we can offer them a tour that takes them to a sandboxed example topic where they are then guided and shown how to add support, delegate support, create and modify a camp. (This example topic is not live data)
