• to be effectively regulated with regard to compliance by sex workers and their clients with requirements of stringent hygiene and disease control, and
• violence should be outlawed and eradicated from the industry with consistent, reliable, swift, fair, and ethical prevention and containment action by either police or a special industry security force.
