Should Sandy City shovel their own snow?

Sandy City ordinance requires all residents and businesses to clear snow from their property with in 24 hours.

Sandy City exempted themselves from obeying this law. The photo is at 10000 South 2300 East near Park Lane Elementary School - two weeks after a major snowstorm.
