Background: The Second Amendment to the United States Constitution has been the source of great controversy, particularly over whether "the right of the people to keep and bear arms" as specified refers to an individual right or only to the "well-regulated militia" in the preceding phrase.
Most countries do not have a specific Second Amendment protection, yet the principles surrounding the rights of individuals and groups to keep and bear arms exists independent of governmental interpretation.
