Rarely Dilute

Bitshares should only be diluted for critically important reasons.

An example of an acceptable method to dilute shares would be if there is more than 95% adjusted share consensus supporting the proposal. An "adjusted share" vote would be something that biases the share votes towards experts and towards people with fewer shares. It should be possible for the community to do things like give shares to people still objecting to get them to be on board with, and a part of the 95% consensus.
